In a small skillet, heat 1/2 inch oil over medium heat. Add the tortillas one at a time and cook about 20 – 30 seconds per side, until lightly browned and crispy. Set aside.
In a small saucepan, cook ground beef. Drain. Stir in seasonings. Add 1/4 c. water, bring to a boil and simmer until thickened. Remove meat with a slotted spoon and add refried beans to pan. Cook over low heat until warmed.
Take 4 crisped tortillas and spread with the refried beans on each. Add the ground beef and evenly spread over each tortilla. Top each with a second tortilla. Spoon an even amount of taco sauce over the tortillas and top with shredded cheese. Bake at 350 degrees for 8 – 10 minutes, until cheese is melted. Or, place under a broiler just until the cheese melts.
Sprinkle each with diced tomatoes and green onions. Cut into quarters before serving.
