Make the Homemade Bisquick Mix by stirring together the flour, baking powder, salt, and shortening until crumbly. Set aside.
Brown ground beef with onions and bell pepper in a skillet over medium-high heat. Drain excess grease.
Return to skillet and stir in garlic, 1 cup cheddar cheese, Worcestershire sauce, and seasonings until combined.
Transfer mixture to a greased 9x13 baking dish.
In a small bowl, stir Bisquick mix, milk, and vegetable oil together. Drop over filling.
Bake at 400°F for 20-25 minutes until biscuits are golden.
Sprinkle with remaining 1/2 cup cheddar cheese and bake 2-3 minutes more.
